Job Description:
MAJOR RESPONSIBILTIES:Provide S&H oversight on behalf of the
M&O for subcontractors? work activities to assure compliance
with M&O S&H policies, plans, procedures, and contract
requirements, OSHA regulations and VPP requirements/best management
practices, DOE orders, and local, state and federal codes,
standards and regulations. Serve as a source of regulatory
interpretation and provide mechanisms for proactive compliance with
new or revised regulations, codes, standards, etc. Research and
interpret federal, state, and local safety codes to support the
S&H at all SPR sites. Routinely make decisions that directly
impact the S&H of SPR employees.Evaluate the S&H
qualifications of the M&O?s potential subcontractors and
lower-tier subcontractors for LE2 subcontracts. Support Procurement
and Subcontract Manager?s Technical Representatives (SMTRs) /
Construction Management Technical Representatives (CMTRs) and other
project team members in the review and approval of subcontractor?s
safety and health program documents, plans, permits, written
programs, and other submittals requiring review and
approval.Coordinate with SPR site and project team to support and
facilitate design review/model review meetings, on-site/off-site
visits, pre-bid/pre-construction meetings, jobsite walkdowns,
audits and inspections, and incident investigations, etc. Conduct
periodic inspections of M&O work areas for unrecognized hazards
and assist with control identification and implementation of
mitigating measures. Stop work if unsafe conditions or activities
are found, until they are corrected.Participate in the M&O
Industrial Hygiene (IH) program as a part of an integrated safety
management system. Perform fieldwork such as calibrating and
operating IH equipment for sampling and monitoring personnel
exposure (including heat stress monitoring), obtaining media,
submitting samples for laboratory analysis, collecting relevant
data, observing field situations, and documenting events.Conducts
investigations on S&H incidents to identify root cause(s) and
recommend corrective actions to prevent recurrence. Resolve safety
noncompliance through reporting, logs, meetings, corrective
actions, lessons learned, identification of root causes,
establishing controls, and interpretation and identification of
safety policies, procedures, codes and regulations.Identify,
develop, coordinate, and maintain S&H training for all M&O
employees and subcontractors. Review and analyze training
effectiveness, attendance and feedback.Assure planning,
coordination and implementation of safety activities are part of,
and performed in accordance with, the safety management system.

Qualifications MINIMUM QUALIFICATIONS:REQUIRED:Must be
knowledgeable of Occupational Safety and Health Administration
(OSHA) codes; capable of identifying; existing and predictable
hazards, working conditions that are unsanitary, hazards that are
dangerous to employees; and meet one of the following minimum
qualifications:1) A master's degree in a safety-related discipline
plus 2 years experience in a full-time safety position, or2) A
bachelor's degree in a safety-related discipline plus 3 years
experience in a full-time safety position, or3) An associate degree
in a safety-related discipline plus 5 years experience in a
full-time safety position, or4) 7 years? experience in a full-time
safety position AND possess one of the desired certifications.The
candidate must possess excellent written and oral communication
skills and be capable of developing effective presentations,
reports, technical and non-technical correspondence, and able to
coordinate with project personnel of a variety of disciplines and
levels. Must be able to effectively communicate with company,
client and third parties. Must be an aggressive self-starter,
confident, ethical, and must strive to continuously improve the
candidate?s depth and breadth of safety and industrial hygiene
knowledge. Required skills - Microsoft Excel, Word, PowerPoint,
Outlook, SharePoint.DESIRED: Certified Safety Professional (CSP),
Associate Safety Professional (ASP), Construction Health & Safety
Technician (CHST), or Occupational Health & Safety Technologist
(OSHT). 5-years? experience in safety oversight of the construction
and/or demolition of above ground storage tanks/vessels, or similar
large-scale confined space projects.
